I have been trying to upgrade my account for 4 days now at least twice a day and I am not getting redirected to the paypal accounnt. I was curious on if there was any known problems or if I am getting extremely unlucky here.

Paypal is blocking a very limited set of people. You will need to call their 1800 number and resolve the issue with them.
